Step 1: Record of Rights (ROR) & Bhulekh Odisha Verification
Before putting down any token money, verify the land ownership on the Government of Odisha's official land records portal.
How to check Bhulekh Odisha:
- Visit the official portal: bhulekh.ori.nic.in
- Select your **District**, **Tahasil**, **Village (Mouza)**, and **RI Circle**.
- Search the ROR details using either the **Khatiyan Number**, **Plot Number**, or **Tenant Name**.
- Verify if the seller's name matches the ROR record exactly. Check if there are multiple co-sharers.
Step 2: Gharabari Status vs. Agricultural Land
In Odisha, agricultural land cannot be used for residential construction immediately. It must be converted into **Gharabari** status under Section 8-A of the OLR Act.
- Gharabari Land: Residential status. Ready for immediate building construction and easy bank loan approvals.
- Agricultural Land (Taila, Sarada, etc.): Requires conversion via the local Tahasildar. Conversion involves paying a premium based on the benchmark valuation of the area.
Step 3: Critical Document Checklist
Verify that you obtain and review these physical documents from the seller:
| Document Name | Purpose | Verification Source |
|---|---|---|
| Sale Deed (Deed History) | Confirms how the seller acquired the property. Look back at least 30 years (Chain Deeds). | District Sub-Registrar Office (DSR) |
| Encumbrance Certificate (EC) | Proves that the land has no existing mortgages, bank liabilities, or legal attachments. | Sub-Registrar Office / IGR Odisha |
| Mutation Khatiyan | Confirms that the land has been mutated in the seller's name and land revenue tax is paid. | Tahasil Office / Bhulekh Odisha |
| Land Revenue Tax Receipt | Receipt showing payment of current year's rent/revenue (Dakhila). | e-Pauti Odisha Portal |
